Has to do with differential between what it wants to see temp wise run time @ ambient + engine load ect and then reported temp, gets off by couple to many degrees it triggers failsafe ...This is typically the same as the main engine radiator fan (as the condensor typically is in a sandwitch with the coolant radiator at the front of the car).
