A person could do the Set Dungeon with that set, OR they could collect drops and do it with a different set. The game has not changed. You want to do a Set Dungeon, use one of the sets that has one.It has to be a set that actually has a set dungeon, some don't. It will give you the page from the set you are wearing. The Haedrigs gift sets this season don't have set dungeons as they are recent additions, so they are not in the tome. You have to wear 6pc of one of the other sets to get the pages.
