This issue also shows up on all of the Hyundai forums because this engine is a Hyundai design/build. My 2.0 will exhibit rough idling about 7 - 10 times a month. Mine has been doing this since I drove it off the lot. Kia Soul Stalling Problem Causes. Here are some of the issues that cause the Soul to stall out. My rig has over 8000 miles on it now and I only rarely have a slight "idle fluctuation". I would not call it a vibration as it is too smooth to be annoying. The surging you (OP) speak of, might be the transmission "shifting" up a gear, as you gently coast to a stop. And consider a replacement of defective parts, or an ECU adjustment.
