Does old row have more old money, yes. But those fraternities are also more traditional, they look at legacies more heavily, value pledge processes, time on campus, and philanthropy. So most fraternities value legacies a decent amount, with Phi Psi, SigChi, and Pike all probably caring the most.

I think old row sororities stay on top because of their exclusivity. They generally take private school, old money, and legacies so that makes them a bit harder to get in to.
