Snow is Water mod. You can still build your rain collectors and get less, but some water when it snows. This only addresses the water issue, but you can get a mod called "snow is water" (might be "ice is water") which lets water collectors fill up with snow, which you can then use as water (has to be boiled).Long johns, shirt, lumberjack shirt, leather jacket, something like that.
